Renew Your Armed Security Commission Before It Expires
A Level 3 or Level 4 Security Recertification is required every two years for anyone holding a Commissioned Armed Security Officer license in Texas. To keep your guard card active and compliant with the Texas Department of Public Safety (DPS) Private Security Bureau, you must complete a state-mandated continuing education course and pass a live-fire range re-qualification before your commission lapses.

Complete In-Person Requirements
Self-Defense & Firearms Training:
Connect with your local Private Security Academy to complete the in-person self-defense and firearms portion.

Upload Your Recertification Certificate (PSP-31)
Then log into TOPS and complete your application using the TOPS License and Endorsement Application, submitting it along with the applicable fee.

Wait for Approval from the State of Texas
Once fingerprints are submitted, DPS will process your application and mail your license.
Typically 2-4 weeks. Timelines vary with application volume due to background checks.

01. You are 18 years or older
03. No disqualifying criminal history — must pass a fingerprint-based FBI / DPS background check
02. Legal presence / citizenship or immigration documentation (REAL ID, passport, birth certificate, etc.)
04. No felony convictions or certain misdemeanor convictions within a set look-back period

Level 3 & 4 License Renewal FAQ's for Security Guard Training in Texas
1. How often do I need to recertify my Level 3/4 armed security license?
Anyone holding a Commissioned Armed Security Officer license in Texas must recertify every two years to keep their guard card active and compliant with DPS.
2. Is the recertification course fully online, or do I need to come in person?
The 8-hour classroom portion is offered online only. You'll also need to complete an in-person live-fire range re-qualification, either with us in Houston or through your local Private Security Academy.
3. What do I need to bring to the live-fire range test?
Bring a state-approved handgun, a secure duty holster, a sturdy gun belt, and at least two magazines.
4. What happens after I complete the course and range test?
You'll receive a recertification certificate (PSP-31), which you upload through TOPS along with your application and applicable fee. DPS then processes your renewal, typically within 2-4 weeks.
5. What if my commission has already expired — can I still recertify?
Yes. You have up to one year after your commission expires to complete the recertification class. If more than a year has passed, you'll need to retake the full Level 3 course instead of recertifying.
